Addendum to the EISA PURPA Standards Manual, March 17, 2009 The ‘‘American Recovery and Reinvestment Act of 2009" (ARRA), also know as the “Stimulus Bill,” corrected mistakes contained in the Energy Independence and Security Act of 2007 (EISA), which were discussed in the EISA Standards Manual.  This Addendum also contains a discussion of the Section 410(a)(1) requirements for grant qualification in the ARRA.

Reference Manual and Procedures for Implementation of the PURPA Standards in the Energy Independence and Security Act of 2007, August 2008 The Energy Independence and Security Act of 2007 (EISA) contained four new PURPA standards and a fifth non-PURPA "standard."  The PURPA standards are "Integrated Resource Planning," "Rate Design Modifications to Promote Energy Efficiency Investments," "Consideration of Smart Grid Investments," and "Smart Grid Information."  The standard that is not an amendment to PURPA is in section 374 of EISA, "Additional Incentives for Recovery, Use, and Prevention of Industrial Waste Energy."
